Compliance is low on an Ohio law that requires drivers to turn on their headlights whenever they have their windshield wipers on, according to the Columbus Dispatch.

Standing out on the side of a major intersection during a rain shower, they counted 67 vehicles within five minutes that were not adhering to the rule. According to their estimates, that represented about 25 percent of traffic on the road. Some of the other 75 percent of drivers were only halfway compliant, having their parking lights on, but not their full headlights, the source said.
The law was implemented for safety purposes, according to city officials. "It makes drivers' vehicles as visible as possible during inclement weather.
